City Developer’s Quick Guide Into the World of IoT

The future Tampere wants to offer its citizens the best possible services but also keep the costs down even with the heavy growth due to the strong city development and increasing amount of residents. In addition, it wants to offer the companies and organizations new possibilities in business development and a clear window to the city’s needs. The aim is to move away from the silos and towards a better use of data.

The multiform use of data gives cities more information about the current state of things and about the needs that will occur in the future as well as better quality analytics to support decision making. Systematic utilization of data makes is possible to truly form the big picture, about the functions of the city but also when comparing different cities with each other.

During the spring and summer 2017 Smart Tampere program’s crew members Niina Siipola and Pekka Isomäki interviewed City of Tampere’s departments across the city to find out what expectations and needs the departments have when it comes to gathering and using data. Different departments had a variety of ideas and needs about analytics, data and censoring that have the capability of making the city’s functions more effective and save significant amount of money.

It became evident that in order to develop an agile and cost-effective way to produce information for the knowledge based decision making in the city there needs to be a guide book that provides solutions for the different departments’ needs.

The City Developer’s Quick Guide Into the World of IoT was the result. I meets the needs of the city when it comes to the specifications of city wide IoT platform but also covers the needs of companies’ and education and research instituntions. The document aims to make data opening and sharing easier, help user-specific data authorization and enhance the sharing of analyzed data for the companies, universities and other partners for the purpose of business development and research.

The City Developer’s Quick Guide Into the World of IoT was created with the Open Requirements Process which is a co-creation model created in the Smart Tampere Program. During the process about one hundred participants from companies and education and research institutions took part in creating the document.
